Revert "Pre-install the NooBaa CLI on the bastion host" (#975)

This reverts commit 3391068702b8c4ed8b81913d40e45d07229bf0bf.
The commit broke the workshop build since /usr/local/bin is not
writable...
I'm pulling the commit back for now until we have a better plan.
