update project-iot-development yaml for jenkins pipeline avoiding rollout (#645)

* fixing copy id_rsa* location on bastion

* fixing copy of id_rsa key files

* add section headers to ansible.cfg

fix to avoid parsing problem: Error reading config file (/opt/apb/ansible.cfg): File contains no section headers

* fix default host as bastion (shortname dns)

* Update project-iot-development.yaml
