Add PSRP through bastion for Windows hosts

* Enable the routing of PSRP connection through the Linux
bastion using Socks proxy.

* Remove Ansible initial delay when connecting to Windows hosts.

* Delegates to localhost when including vars to workaround Windows connection issue.
