Bastion: fix mosh

- Fix syntax error ('tasks' present and indentation)
- add failsafe, do not try to write to /etc/sysconfig/iptables if file does not
  exist.
- Mosh package is not available when EPEL repos are not present:
  Install mosh using the URL
