Fix and improve static (travis) checks

- disable unused checks
- deactivate python2, use python38
- update python requirements
- travis.yml: disable python2
- fix ocp4-ha-lab sample-vars
- download linklight before running tests
- keep ANSIBLE_REPO_PATH only for linklight
- Add lifecycle to tests
