ocp-workloads: allow user to provide empty ocp_user_groups

- Sometime you just want quotas to be installed and do not want the user to be
part of the self-provisioner group. This commits allow passing

  -e ocp_user_groups=[]

- replace 'shell' by 'command'  module when shell is not necessary.
- split conditionals for readability
